The original owner of the Salisbury town site was Prior Bibo, a soldier in the War of 1812. He conveyed the site to John Bull, who later sold it to James Bennett. In 1856, Bennett conveyed the land to Judge Lucius Salisbury for the sum of $4,000 in gold. Judge Salisbury moved on the land in 1858, and the town was laid out in 1867. The village of Salisbury was incorporated as a 4th class city in 1882.

The first settlers of Chariton County arrived around 1827, and lived in the Keytesville and Salisbury area. Many of these settlers were of Irish and English descent and came from Kentucky, Virginia and Canada. Chariton County was organized in 1820 from part of Howard County and was named for the Chariton River.
